With the continuous growth of consumption of toys and baby products in China, while the market is constantly regulating, the brand is developing rapidly, and the quality of products is constantly improving, the phenomenon of unevenness and counterfeiting still exists. Consumers still face difficulties in product selection and brand trust. There are many problems such as the difficulty of defending rights afterwards.
Toys and baby products are different from ordinary consumer goods, which are related to the health and safety of the baby. The consumption chaos has caused some consumers to have insufficient confidence in “Made in China†consumption, and the overseas purchase and consumption of children's products are rising.
In 2014, the National Quality Supervision and Inspection [2014] No. 314 "Guiding Opinions of the General Administration of Quality Supervision, Inspection and Quarantine on Strengthening the Quality and Safety Supervision of Consumer Goods" proposed to ensure consumer safety, purify the consumption environment, and boost consumer confidence.
In 2016, Guo Banfa [2016] No. 18 “Notice of the General Office of the State Council on Printing and Distributing the 2016 Plan of Action for Implementing the Quality Development Program†pointed out that special projects for improving the supply of consumer goods should be focused on consumer goods such as toys, children and infant clothing. Action, organize and implement consumer product quality improvement projects, increase varieties, improve quality, and create brands.
In 2013, China Play Association began to pay attention to the issue of safe consumption in the toy and baby products market in China. In the same year, the China Play Association launched the “Caring for Children, Safety Starts with Me – Brand Self-discipline China Tour†campaign. The objectives are:
Strengthen self-discipline in the toy and baby products industry and improve the quality of toys and baby products;
Promote enterprises to strengthen product quality and credibility construction and fulfill product quality main responsibility and social responsibility;
Cooperate with the government to do a good job in product quality supervision, intellectual property protection and market regulation management in this industry;
Promote self-disciplined commitment brands participating in self-discipline activities for industry and society;
Promote consumer awareness, popularize safe consumption concepts and product purchase knowledge, and guide consumers to purchase safe and quality products.
After four years of hard work, as of the end of 2016, a total of 142 enterprises, 201 toys and baby products brands have been applied voluntarily by enterprises, and they have been recognized as “ safety commitment brands †by the China Association for the Games.

During the period of March 16-18, it is estimated that nearly 100 “safety-guaranteed brands†entering the Jingdong mother-infant will jointly carry out the preferential purchase activities of assured products.
The categories cover toys, baby carriages, cribs, children's wear, children's shoes, sleep, home, feeding, nursing, safety seats and many other products.
This is the first time that the China Games Association has launched the “Safety Commitment Brand†shopping center for consumers for the first time since the launch of the “Caring for Children's Growth and Safety – Start with Me – Brand Self-discipline China†campaign.
