Up to now, the approval of imported waste paper has been issued in seven batches, totaling about 5.42 million tons, basically smashing the rumors of restricted imported paper, which makes the downstream paper packaging printing industry relieved. However, looking at the list of approved companies, people can not help but have deep fears.
The seventh batch of Guangdong papermaking won 640,000 tons
On February 23, the Ministry of Environmental Protection publicized the 7th batch in 2018, which may also be the approved batch of import licenses for solid waste materials in the first quarter. Surprisingly, this time only a paper company in Guangzhou Paper Co., Ltd. obtained an import license and approved an import volume of 636,730 tons. The share of Liwen Paper, another paper giant, is basically the same, but the capacity of Lee & Man Paper is several times that of Guangzhou Paper.
It is worth noting that Guangzhou Paper has become a company approved twice. Guangzhou Paper is one of the second batches published on December 29, 2017. Dongguan Nine Dragons Paper also appeared in the sixth batch of approvals, but in the sixth batch of the list, Dongguan Nine Dragons Paper did not increase the new import quota, but only modified some of the items in the batch license.
In addition, judging from the approved imports of two batches of Guangzhou Paper, the two batches added, Guangzhou Paper obtained a total of 750,000 tons of approved imports, exceeding the approved import volume of 620,000 tons in 2017. It is also the company that has approved the import of more than 2017 in the list of 7 batches currently published.
Review of the previous batch of imported waste paper approvals in the first quarter
Beginning on New Year's Day in 2018, China began to sharply tighten the import of waste. The data shows that the Ministry of Environmental Protection's first quarter waste paper import approval, the quota has shrunk to about 2.27 million tons, a decrease of 90% compared with the same period last year.
However, from the first three months, the total amount of imported waste paper approved by the state was 5.419 million tons, which was not significantly reduced compared with last year. At least for the time being, the rumors of restricted imports of waste paper are not true. The following is the case for each batch in the first quarter:
Grab the big and small, the paper industry and rivers or the wind and rain
By the end of 2017, there were about 3,600 enterprises above designated size in China's paper industry. According to the website of the National Emissions Permit Information Open System, there are currently 2,894 paper companies that have obtained sewage permits, which means that a considerable portion of the paper industry will be blocked by environmental protection. .
However, the number of nearly 3,000 paper-making enterprises is still too much, which not only aggravates the burden of environmental supervision, but also because the small and medium-sized paper industry is mostly inferior in production capacity, which is not conducive to the early realization of Green Mountain. Therefore, adjusting the industrial structure of the paper industry through external approvals has become an important means. Judging from the approval of the seven batches of foreign waste before 2018, the total approved amount of Nine Dragons Paper, Lee & Man Paper, Shanying International and Guangzhou Paper accounted for 68% of all approved quantities, and the trend of quotas to the head was obvious.
As early as December 2017, Minister of Environmental Protection Li Ganjie went to Nine Dragons Paper to investigate the use of imported waste paper. It is not difficult to see that the state gives priority to the limited import of raw materials to enterprises with a certain scale to use. Through the regulation of imported waste paper, the intention of supporting large enterprises to promote industrial upgrading is very obvious.
It is foreseeable that the two-stage differentiation of the paper industry will be very obvious in the future, and large enterprises will receive policy support. Large companies such as Xiaolong, Lee & Man, and Yamatake may receive more import licenses than in 2017, and the number of approved small businesses will be significantly lower than in 2017.
What is even more terrible is that due to the impact of the rise of the renminbi, there is a price difference of about 1,000 yuan between the national waste and the external waste. The packaging paper giants can completely remove the small and medium-sized paper mills by virtue of this advantage.
